Emilia Seiler - a consultant at the Bavarian Ministry of Social Affairs - travels from Munich to celebrate its tenth anniversary. The celebrations end with a scandal. The educational director of the home, Andreas Pflüger, is accused of sexual abuse by the home's resident Martina and suspended with immediate effect.
